Default Are you certain

I am continuing with the install despite my bind issues. However, in several parts of the setup, when installing packages, the install program attempts to start bind in order to , at which time it reads "fail", the install continues but I am worried that the lack of bind is affecting many of the other installs. For instance, when installing apache I get this:

Setting up apache2-suexec (2.2.12-1ubuntu2.2) ...
Processing triggers for libc-bin ...
ldconfig deferred processing now taking place
Errors were encountered while processing:
E: Sub-process /usr/bin/dpkg returned an error code (1)
A package failed to install. Trying to recover:
Setting up bind9 (1:9.6.1.dfsg.P1-3ubuntu0.3) ...
* Starting domain name service... bind9 [fail]
invoke-rc.d: initscript bind9, action "start" failed.
dpkg: error processing bind9 (--configure):
subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
Reading package lists... Done
Building dependency tree
Reading state information... Done
Reading extended state information
Initializing package states... Done
Writing extended state information... Done

Are you certain I am not just wasting my time here?
