But when I do
sudo apt-get update
sudo apt-get upgrade
I get

0 upgraded, 0 newly installed, 0 to remove and 2 not upgraded.
Am I doing something wrong?

I also get the flag that my ClamAV needs upgrading
WARNING: Local version: 0.94.2 Recommended version: 0.95.1
Why doesn't that get upgraded with the commands above?
Do I need to upgrade it manually for some reason?

apt-get dist-upgrade

For adding a volatile repository to apt (includes newer security updates for clamav) look at maybe there's something like that for ubuntu too
