Is it a 64-bit or a 32-bit SuSE? If it's a 32-bit SuSE, you must install mysql-devel, as described on http://www.howtoforge.com/perfect_setup_suse_9.3_p4:

apt-get install mysql mysql-client mysql-shared mysql-devel perl-DBD-mysql perl-DBI perl-Data-ShowTable
