webn_user@site works, user@site doesn't

Situation:
latest ISPConfig, VPS with Fedora core 2, sendmail/pop3.

Problem:
Sendmail handles mail for 'user' normal when mail is addressed to webn_user@site, but mail to user@site gets refused...

current ISPConfig situation:
forwarding of mail to another address is now a feature linked to mail users.
I.e. to forward a mail directed to xxx@site one has to create a user xxx of the site.
