I had some problems with ZendOptimizer on shared environments. You might want to disable that one and try again.

My problems were not related to yours, but it may be worth a try..

However, to use quota you simply need to install quotatools and make sure the container as a whole has quota enabled...

You can configure the "fake path" in the ISPConfig interface (server settings -> Jailkit).
Since Jailkit fakes a root environment to the user (which normally has a /home directory etc.)...

ISPConfig only does a reload/or restart (unsure) only when a website is created/edited or deleted. Otherwise there is no reason to do so.

You'll have to manage this by your own.
