Please help with Apache2 Proxy install

OK - I've been pulling my hair out over this for 24hrs now...

I'm trying to setup an apache2 proxy server on my ubuntu VPS. So that I can SSH via Putty and access the internet through the proxy....

funnily enough I rebooted the server today...

funnily enough I rebooted the server today remotely via SSH and ispconfig came back up fine?

I thought that encrypted key would cause the system to halt and wait for the password?
