Then there migh be a issue with your vps or they have not enough ram. We maintain so many ubuntu and wheezy servers fou or clients and not a single one has a tart issue on any service.

Seems as if the domain is not a local zone. can you check in /etc/bind/ if the zone file for this domain has a .err ending and if the domain is listed in the file /etc/bind/named.conf.local

No. I did not talk about any settings in ispconfig. You cant configure any settings for the ispconfig interface from within the interface. This settings id for fastcgi in websites.
