It turns out that the PEAR dependancy XML_Serializer was not installed and the script failed!!! But there is no notice of this when the script tries to run!...

The permissions are the exact same as the proftpd.conf. And there is no proftpd_[IP_ADDRESS].conf file in the /etc dir.
