You can configure the "fake path" in the ISPConfig interface (server settings -> Jailkit).
Since Jailkit fakes a root environment to the user (which normally has a /home directory etc.)...

ISPConfig only does a reload/or restart (unsure) only when a website is created/edited or deleted. Otherwise there is no reason to do so.

You'll have to manage this by your own.
