Is it a 64-bit or a 32-bit SuSE? If it's a 32-bit SuSE, you must install mysql-devel, as described on http://www.howtoforge.com/perfect_setup_suse_9.3_p4:

what i did

Change line 85 to:

No, unless you get an error telling you that this specific package is missing.

What's the exact error message now when you try to install ISPConfig?
