In the ISP Server Setup - OpenSUSE 10 HowTo, the quota setup is for soft or hard quotas?

Both. The actual quota value is set with the setquota command (see man setquota) where you can specify the soft and hard limit.

If you use ISPConfig, there's a difference of 1MB between the soft and hard limit when you apply quota to a user.
