users not created

I am on Centos 4.3 and using ISPConfig 2.2.3. Install goes fine, no problem, but when I add users, they are not created. They do not appear in /etc/passwd. I have already reinstalled ISPConfig but it does not help. How can I solve this problem?

What's the output of ls -la /root/ispconfig?
