Http File Server suggestions

Hi,

I'm looking for a software for sharing files over http. I'm familiar with webdav and HFS (http://www.rejetto.com/hfs/) but are there alternatives ?
Mainly possibility to create directories and delete files would be nice. OS can either Win or Linux.

Is there a reason why you don't want to use WebDAV?

No, not really but I'd like to have groups with different rights and a possibility to log events. Groupware programs might be little too complicated and feature rich.
Although at this moment I got an idea. I will examine possibility to use egroupware. At least I know something about it. Maybe I can enable only file features and disabling all unnecessary services.
