Im looking for a description about the current ISPConfig. Is something like this available?

No, not at all. I mean a documatation or a status of the developer version which I found here:

You can get the status of the developer version with an SVN client. Just connect to the SVN repository listed on the downloads page and you get the realtime changelog of the dev version.

By the way, a nice SVN client for windows is tortoisesvn.
