There is a checkbox named "Active" to enable or disable a site in the website settings.

Indeed there is, but I guess he meant does ISPConfig halt a site when it reaches its limits, set in the settings.

This does version 3 by default isn't it? I know ISPC 2 doesn't, this is the main reason i am considering to chance the software on my server from 2 to 3.
