i know i did an howto run an torrent tracker on fedora 9 OS
so it should work without a problem in the world on fedora 10

that should help setup the tracker
for the R/W torrent side of things i dont know them looking at them now wil let u know hows it goes

I build a torrent server using Torrentflux-b4rt on Ubuntu and Debian without a problem. You should be able to use the guide on Fedora. Just search for the package requirements that I used for Ubuntu. The main things that you will need is apache2, mysql, and phpmyadmin. http://server-servers.com/install-torrentflux-b4rt-on-ubuntu/
