Is Carnegie Mellon's NTP Server Down?

I get this message on my logs when rdate -s tries to run.
rdate: couldn't connect to host 128.2.136.71: Connection refused

Can I connect to a diffrent server? What has caused my server to be refused by 128.2.136.71?

I also would like to upgrade to the new 2.2 version although I am not quite sure how to do so. Is this necessary to fix the rdate problem?:confused:
