Are there any errors in your logs?
Can you use FTP with an FTP client such as FileZilla and a regular user? Did you enable FTP for that web site in ISPConfig?

I can connect normally as root with Filezilla but if i try as a user of the site it says connection refused. I have enabled FTP for the site, but the service isnt running.
Where should the logs for FTP be on a fedora dist. I've looked in /var/log/proftpd but theres nothing in there.
