Central Logging Server

I am looking for a secure solution for a central logging Server as well as a good monitoring tool for Debian and Windows Servers.

I am looking forward to get some good recommendations or even better with tutorials.

rsyslog can do logging over TLS, and you can use nagios for monitoring.
