Apparently this doesn't apply to the version 3 beta.

Wrong steps:

cd install_ispconfig

check the file dist.txt (file doesn't exist)

./setup (file doesn't exist)

I'm trying to install this to a Ubuntu VPS

The ispconfig 3 installation instructions are inside the ispconfig 3 tar.gz file.
