Please try to change:

smtpd_tls_session_cache_database = btree:${queue_directory}/smtpd_scache
smtp_tls_session_cache_database = btree:${queue_directory}/smtp_scache

to:

smtpd_tls_session_cache_database = btree:/var/lib/postfix/smtpd_scache
smtp_tls_session_cache_database = btree:/var/lib/postfix/smtp_scache

and restart postfix.

chmod 666 /var/lib/postfix/smtpd_scache.db
If that doesn't help - what's in /etc/postfix/master.cf?

smtp_tls_session_cache_database = btree:${queue_directory}/smtp_scache

to:

smtpd_tls_session_cache_database = btree:${data_directory}/smtpd_scache
smtp_tls_session_cache_database = btree:${data_directory}/smtp_scache

and do:
postfix reload
