lost ability to create new database

I just upgraded to 2.2.21 and it appears i have lost the ability to create new databases. When I login as user i can see that 2 databases are allowed and when i click on the options tab there is not a database section or a create new database button. It also eventually dropped the databases for the sites i have setup. good thing i had made backups. Any suggestions?
