Not able to recrete deletd users or domains

... after emptying all recycle bins I am still not able to recreate deleted users or domains.
The message "username still in use" persists!!!
Some hints???

Have a look in the recycle bin, rae the users still there? You will have to wait up to a minute until you can empty the recycle bin after you deleted a user.
