How to Implement linux firewall failover?

I am running iptables on Linux Fedora Core4. I would like to implement statefull failover for the setup, please can anyone provide me with detailed steps on how to implement the above mentioned implementation, is it possible to implement heartbeat with ct_sync to acheive the requirement, if yes please can you provide me the detailed steps.
