Where it is being developed? at SVN? is it dev 2.3.1 going to be ISPC3? If not, is there any chance to download ISPC3 code? look at it and help?

Dev 2.3.1 will be the next stable 2.4.x branch.

The code for ISPCOnfig 3 is in a separate repository:

svn://svn.ispconfig.org/ispconfig3/trunk/

The SVN developer passwords for the ISPConfig repository will work for the ISPConfig3 repository too.
