I got the same error message, and when I looked thru the conf file (/etc/pure-ftpd/db/mysql.conf) I found a syntax error:

M#YSQLDefaultUID 1000

In that line, the # sign should be the first character. So, this line:

#MYSQLDefaultUID 1000

works OK for me.
