I had to do one more step...

I had to do an extra step to get this working in step 5. I noted it in bold.

cd ~

su postgres

psql -U postgres -f init.sql template1
createdb -U mfgadmin mfg
pg_restore -U mfgadmin -d mfg postbooks_quickstart.backup -v
